Set character limit for Values List Other Text field

Is there a way to set character limit for Values List  Value :Other Text field?
This only has the 2 out of the box options
1.Height(Number of Lines to select) 
2.Default Text.

My understanding is that 1 Line height allows to enter 256 characters.
My requirement is to limit it to 30 Characters.

Any custom Object suggestions or any other work arounds to achieve this?

U just need to find ID of an element to put regexp to via browser DevTools Inspect option.
