API Code to Import a Package

We've been unable to import packages into our production environment for about two months.  We've been working with support to find the issue(s) with no results to date.  Is there an API call to import packages?  If there is, I don't think it's documented.  If I could run the import in debug, I might be able to provide additional insight to the engineers.  @JeffLetterman , have you done this?  Thanks!

Thank you again, Ilya!  I searched in the REST API documentation and didn't any reference to package or packaging.  Weird.  This is perfect.
